Are there good places to meet people in Civic Center?
There's a wide variety of places to meet people in the Civic Center area of downtown L.A. There are all the cultural venues, art spaces and theatres, but if I had to pick one place to meet some new people, it would be at Seven Grand on 7th Street. A great place to meet your new neighbors.

Is there a coffee house or someplace in Civic Center where the locals hang out?
The Civic Center area of downtown L.A. has plenty of coffee shops but you'll want to check out Lost Souls. It's part coffee bar and part art gallery and some cool people hang out there. There are plenty of pubs and dive bars where you'll find locals. The Must is a good wine bar with an unpretentious and fun crowd.
