Dale City was founded by Cecil Don Hylton. He named the small community after the hills and dales that ran through the area. Many remaining businesses and institutions are named after Hylton including the C.D. Hylton High School. After inhabiting the town, Hylton, who sold goods at farmers’ markets in Washington, began building the town by constructing homes and apartments for those looking to relocate here. Throughout his career, he added businesses and services in order to serve the residents and even began some of the main utilities companies that remain in use today.
