In the late 1880s, the Reservoir Hill neighborhood was home to some of the most prosperous and affluent Baltimore residents. Blocks from Druid Park Lake and its surrounding 745 acres of walking trails and picturesque scenery, Reservoir Hill boasted some of Baltimore's largest, most luxurious, and architecturally sumptuous estates. But in a post-depression era of overcrowding and neglect, the neighborhood deteriorated into frighteningly squalid conditions. Open-air drug traffic and a high crime rate deterred homeownership and market-rate renting. Rehabilitation and new construction all but ceased, and the existing housing stock fell into disrepair. In early 2004, Pennrose was selected by the Housing Authority of Baltimore City to rehabilitate 31 buildings scattered throughout the neighborhood into 64 new apartment homes for low- and moderate-income renters. Pennrose, together with the Housing Authority and local community groups, was determined to be a pioneer in this neighborhood, sparking a wave of housing improvement that would usher in a new kind of Reservoir Hill.
