Finding an apartment around the University of Houston offers alot of options. The closer you are to campus, the easier the commute so it pays to start with areas like Montrose/Midtown/Upper Kirby area. You'll find both high rises and smaller complexes in this inner loop area. The bar scene is huge but you'll want to try Little Woodrow's for sitting outside on the patio or The Gingerman for a great beer selection.
Downtown living can offer an attractive alternative and is still close enough that the commute to UH isn't terrible. Lofts and condos are plentiful and pricey, but you would be in the middle of the best area for shopping and nightlife. The area is very vibrant and fun these days. Texas Southern University is one of the oldest historically black universities in the nation - one of the frontiers of racial barriers. Social sciences are among the school's specialties, with the Barbara Jordan-Mickey Leland School of Public Affairs, as well as a Pharmacy and Health Sciences College, a School of Law, College of Education, College of Science and Technology and a School of Business.
